Dr. Amanuel Gebru, president of Los Angeles City College, brings a unique perspective to higher education and a keen understanding of the needs of Los Angeles’ diverse population.
Having immigrated to the U.S. at the age of 8 and navigated college as a first-generation student, Dr. Gebru’s personal experience mirrors that of many residents within the United States. As a member of the international community, he is a visionary who sees excellence in education as a pathway to economic and social mobility.
His pioneering work in international education creates experiences for students and mentors to understand their role in the world. Committed to mentorship and knowledge-sharing, he has empowered countless individuals to reach their fullest potential. Dr. Gebru’s tireless advocacy for underrepresented student populations, particularly African American males, has left an indelible mark on the community college system. Given that 41% of all undergraduates in the United States are enrolled in a community college, this impact cannot be understated.
Extending his dedication to equity beyond borders, he played an instrumental leadership role in acquiring 10.3 acres of land to build and develop a Racial Trauma, Wellness, and Healing Center in Ghana. He also serves on the committee for the All-African Diaspora Summit, furthering connections and collaboration on a global scale.
An avid scholar and lifelong learner, Dr. Gebru leads with a strong commitment to inclusivity and equity in education. Blending academic excellence with his entrepreneurial spirit, he lifts communities and sets a global standard in higher education, working toward a future where access and opportunity are universal.

Shannon Carter is a visionary leader with over 15 years of progressive experience in higher education administration, financial strategy, and operational management. She most recently served as Acting Vice President of Administrative Services at Mt. San Antonio College, overseeing a broad range of essential functions including accounting, facilities operations, risk management, procurement, and capital construction, ensuring the seamless delivery of services to meet the College's diverse needs.
Previously, Shannon served as Associate Vice President of Administrative Services at Mt. San Antonio College, where she planned and directed critical support functions such as risk management, maintenance and operations, capital construction and compliance. She played a pivotal role in developing and implementing strategic initiatives that promoted institutional efficiency, equity, and access, while fostering an environment of inclusion and collaboration across departments.
Her prior roles also include Vice President of Administrative Services at Los Angeles Southwest College and Associate Vice President of Business Operations at Los Angeles Trade-Technical College. In these capacities, Shannon demonstrated exceptional leadership in budget development, enrollment management and bond project oversight. She has a proven track record of advancing equity by creating policies and programs that address systemic barriers and support underrepresented populations.
Shannon holds a Master of Business Administration and a Bachelor of Science in Business Administration from the University of Southern California. She is currently pursuing a Juris Doctorate, further showcasing her dedication to lifelong learning and professional growth.

Dr. Sobia Khan is a visionary leader in higher education with nearly two decades of experience driving student success, institutional transformation, and community impact. She most recently served as Provost of East and Lake Nona Campuses at Valencia College, an Inaugural Aspen Prize winning college for Community College Excellence—supporting over 18,000 students—Dr. Khan brings a proven track record of strategic leadership, innovation, and inclusive excellence.
Her career spans multiple leadership roles, including Dean for Academic Success at San Antonio College (Alamo Colleges District) and Professor of English and Faculty Association Vice President at Dallas College. Across these roles, Dr. Khan has led institution-wide initiatives that are data-informed, equity-centered, research-focused, and outcomes-driven—resulting in measurable gains in student access, retention, and completion.
Dr. Khan’s leadership is defined by her collaborative approach and her ability to align institutional priorities with community and workforce needs. She has cultivated strong partnerships with faculty, classified professionals, industry leaders, and community organizations to co-create programs that expand opportunity and drive innovation.
A passionate advocate for equity and student success, Dr. Khan’s scholarship and practice are deeply rooted in justice and inclusion. Her doctoral research explored transnational identity and belonging in educational spaces, and she co-edited Beyond Equity at Community Colleges: Bringing Theory into Practice for Justice and Liberation (Routledge, 2022), a national showcase of transformative equity practices.
Dr. Khan is a respected voice in the field, frequently invited to speak on topics such as strategic planning, institutional effectiveness, dual enrollment, and leadership. She serves on multiple community and professional boards and is an advocate for students—whether in boardrooms, legislative meetings, or at student-family events. Her leadership has attracted partnerships in student success initiatives, workforce pathways, and expanded academic offerings that align with regional needs.
She is inspired by the transformative power of education and is committed to shaping policies, systems, and cultures that close equity gaps and empower every student and employee to thrive.

Dr. Jerell Hill

Dr. Jerell Hill is currently the Dean of Counseling and Guided Pathways at L.A. City College. He was previously the Dean of the School of Human Development and Education, bringing over 25 years of educational experience and leadership. A passionate advocate for educational justice and equity, Dr. Hill combines scholarly expertise with extensive practical experience to advance diversity, equity, and inclusion initiatives.
His academic research focuses on teacher preparation, research-practice partnerships, and academic achievement, with additional expertise in Adverse Childhood Experiences (ACEs), student motivation, educational administration, special education, and urban education. In addition to several publications, Dr. Hill served as a Co-Interim Vice President of Academic Affairs, leading the efforts to secure an unprecedented 10-year accreditation at Pacific Oaks College. Dr. Hill's comprehensive career spans classroom teaching in special education and secondary settings, principalship, district administration, and assistant superintendency before transitioning to higher education.
A sought-after keynote speaker, Dr. Hill serves on the Boys and Girls Club of Pasadena Board of Directors and maintains active membership in professional organizations, including AERA, CAAASA, CEC, and 100 Black Men of Los Angeles. Throughout his distinguished career, he has remained dedicated to championing educational excellence and equity for all students.

Carol is a dedicated urbanite who moved from Manhattan to LA to go to grad school. Her undergraduate degree in English and Philosophy is from Fordham University in NY. Her MA and PhD in Education are from UCLA. She worked at Santa Monica College and UCLA during graduate school and has served as a dean at three of the ºÚÁϳԹÏÍø colleges: 7 years at Pierce College, 4 years at ELAC, and 9 years at City College. She has also taught in the graduate education programs at CSUN and USC. Outside of work, Carol and her husband play tennis, chase after their dogs, and try to keep up with the new movie releases and local theater.

Angelica Ramirez received her B.A. in Political Science from Bryn Mawr College in Pennsylvania and her M.A. in Public Administration at California State University Long Beach. She also earned a certificate in Teaching English as a Second/Foreign Language from UCLA. As a former ESL and community college student, Angelica Ramirez has dedicated her professional life to supporting student success by ensuring that students receive quality instruction and support services. She has two decades of experience in both student services and academic affairs at various campuses with the LA Community College District. For the ten years, Angelica has served as a Dean of Academic Affairs at Los Angeles City College (ºÚÁϳԹÏÍø), where she is responsible for providing leadership in the planning, development and implementation of the college’s noncredit, adult education and short-term noncredit vocational programs.

I like to spend my free time watching movies, practicing horticulture, working out, reading, and traveling. Prior to working at ºÚÁϳԹÏÍø, I was a store manager for Home Depot, a salesman for Allstate Insurance, and in retail sales. My first job was working at a cookie shop. My educational philosophy is that it is a bridge builder that allows for transformative change in people's quality of life and builds a platform for subsequent generations to achieve even greater success. It is an economy driver and engine of change.
